A proposed measure seeks to strengthen the implementation of the Animal Welfare Act of 1998 by establishing “no-kill” animal

A proposed measure seeks to strengthen the implementation of the Animal Welfare Act of 1998 by establishing “no-kill” animal shelters and public veterinary offices in every city and municipality nationwide.

Under House Bill No. 8710, also known as the Public Veterinary Clinics and Animal Shelter Development Act, all local governments are encouraged to set up shelters or pound facilities that will strictly follow a no-kill policy. Rescued animals that remain unclaimed will be made available for adoption or rehoming, subject to proper screening.

The proposal also includes the creation of public veterinary clinics, registered with the Bureau of Animal Industry, to provide free or affordable services such as consultations, treatment of minor illnesses, vaccinations, and spay/neuter (kapon) programs.
